Event on webcam on and off

Could someone please recommend the best way, to run a script when a webcam turns on and off? Not plug-in and unplug, but actually start taking a video, or stop.
In practical terms: whatever camera-utilizing software I use: Zoom, chime Google Meet, when I activate the camera, or deactivate, a script runs.
I'm finding some ways with monitoring /dev devices, and v4l2 processes, but they all fill kind of jank.

I'm using video4linux compatible cameras.
