adduser and addgroup add users and groups to the system according to command line options and configuration information in /etc/adduser.conf. They are friendlier front ends to the low level tools like useradd, groupadd and usermod programs, by default choosing Debian policy conformant UID and GID values

The arch wiki also doesn't recommend using apt-get to install packages as the debian wiki does. The reasons are fairly similar ... well, except for both apt-get and pacman being (fairly) specific to the distros they are used in while adduser is specific to debian and gpasswd is more generally applicable.
The real question should be why the debian wiki doesn't instruct users to use gpasswd. And the answer would be 'ask debian'.
