Update 2:
Solved! The issue was in fact commit 2602e9cc from 5.14.15 (Changelog) - iommu error from dmesg output helped to narrow that, as I had exact same issue on my 3200G-based HTPC (I update it rarely, so I noticed fairly late). Thankfully, f17dca0a from 5.15.1 (Changelog) fixes that.
Update 1:
Temporary workaround i.e. downgrading to cached kernel 5.14.14 seemed to work, both GPUs are now using amdgpu driver. I believe that commit 2602e9cc (Changelog) from newest version broke things for me. I'll try to poke around more and hopefully fix the issue on the newest kernel.

Yesterday I have switched to from radeon to mesa amdgpu driver, along with installed packages for amdgpu-pro from AUR and xf86-video-amdgpu - I followed guide on ArchWiki about SI and CIK support (passing kernel parameters via GRUB .conf), and everything worked just fine - lspci -k returned amdgpu as driver in use for both devices.
Today, I did pacman -Syu to perform routine upgrade, along with linux package from 5.14.14 to 5.14.15. Here's log from /var/log/pacman.log:

Just after that update I tried to reboot laptop, and... I got black screen. UEFI splash, GRUB menu and GRUB init are displayed, but just after displaying "starting version..." screen goes completely black, similar to when display is trying to change resolution.
I already did some troubleshooting and:
Booting with initramfs fallback from GRUB did nothing
I tried to redo the guide once more, along with adding amdgpu.conf and radeon.conf to FILES() section in mkinitcpio (regenerated by mkinitcpio -P)
nomodeset allows to boot into terminal, but only in tty2-tty7 - tty1 gets stuck on "^@"
Everything works when I switch back to radeon driver in grub kernel parameters (radeon.cik_support=1)
amdgpu fails to load ONLY on APU i.e. VGA controller, but loads fine for discrete i.e. display controller:
amdgpu loads when radeon.cik_support is set to 1 (amdgpu.si_support can be either 1 or 0)
amdgpu loads when BOTH amdgpu.si_support and amdgpu.cik_support are set to 1
Passing amdgpu.dc and amdgpu.dpm kernel parameters doesn't work for any value (be it 0,1 or -1)
Passing through iommu (iommu=pt) doesn't work
I also noticed some weird amdgpu dump in journalctl, that's why I'm posting both full journalctl and dmesg.

I do think this should be in kernel & hardware board, asking moderators to move it.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

That's strange, but it does work, thank you. It's kinda ridiculous lol you need to enable IOMMU for iGPU to work, I guess there's a good reason why that is the case if that reddit post is correct (that from now on it will need to be enalbed for iGPU to work).

Upgrading to linux-5.15.2.arch1-1 fixed it for me. (even without fiddling with BIOS settings)
