fcitx-sogoupinyin works with LANG env

I use fcitx-sogoupinyin to input chinese
When I set env LANG=en_US.UTF-8 it works well
But when I set env LANG=zh_CN.UTF-8 in ~/.xinitrc fcitx-sogoupinyin not work

Here is fcitx-diagnose result in two LANG value:
