Yeah !! I use optimus manager. I uninstalled it and installed via AUR but seems like the some server is down for now in my location for installation. I could not build the Optimus Manager and its Qt-version. I will post update in near future once when I have things on place.

Edit: Yeah ! Reinstalling optimus manager solved the issue

@parachuter can you help me with troubleshooting ?
How did you find out the problem lied in optimus manager and you even gave info of python being the issue breaker. I when see laptop breaking I would be unknown whether it is "IDK" kernel maybe, or kernel-headers...

Probably posting a complete system journal from the getgo would've solved this sooner.

As for why he knew that, it's known that the python update mandates rebuilds of packages not from the repos (any time you see a python update accompanied by a lot of other packages respectively when the second version number changes you need to rebuild all your applications against the new version). Optimus Manager injects itself into the early GUI startup and fails because it's built against an old python version. Technically you probably still have a broken system locale somewhere but that will simply be wrong for the lightdm screen.
