when my laptop is not connected to an external monitor, it randomly sets the cpu frequency to 400MHz (the lowest possible).
cpu: Intel i5-10210U

Please share the journal contents when this problem occurs.
Have you install the intel-ucode package and configured your boot manager to load it?
This seems to be a known problem but the Lenovo site only provides a workaround for Windows: https://support.lenovo.com/gb/en/soluti … s-thinkpad
We could probably do something similar in Arch by applying the cpufreq.default_governor=performance kernel parameter via the boot manager or by writing to sysfs but it will probably kill your battery life. GNOME has a similar "performance" slider that could also be used.
