Persist keyboard rate system wide for external keyboard

I want to disable the keyboard rate for the console and the X session.

I have `xset r off` in my .xinitrc, and I have a systemd service for the console, but if I replug my external keyboard the settings don't persist.

For the console you'll likely require a udev rule.
