[SOLVED] vBIOS rom device file missing in sysfs

I have a notebook with an Intel Haswell CPU with integrated GPU, booting in UEFI mode.
The device file /sys/bus/pci/devices/<pci-id>/rom is missing, which I wanted to use to dump the vBIOS.

When I boot the computer with the Arch Linux installation media, the device file "rom" is present.
This way I was able to dump the vBIOS.

But, what is the difference?
How can I get this device file within my installed Arch Linux System?

This is a kernel regression, see

The Arch Linux installation media I used was already a bit older.
