Keyboard does not work in grub [ Elitebook 820 g3 ]

Hi Guys,
Id really appreciate any advice on the following topic.
I have laptop HP Elitebook 820 g3 running x64 Arch in dual boot mode (1st OS is Windows 10, used from time to time, main os is Arch), grub is used as bootloader in UEFI mode.
The problem is: built in keyboard does not work in grub. At all. External USB keyboard works as expected.
Built-in one works perfectly in Linux or in Windows when OS is loaded.
Any  idea? Probably something is wrong with some UEFI settings, anyway to reset them?
Built-in keyboard also does not work when boot from USB stick. Everything else works as expected, laptop is rock stable and nothing to complain but this bug really irritates me.
The latest bios/firmware is installed.

Make sure something like fast boot in your UEFI setup is not enabled, possibly also some wonky USB loading setting you'll have to look through the interface a bit.

fast boot is disabled, when it is enabled, system boots very fast  directly to Windows and no way to interrupt boot process.
In addition to that I  loaded bios defaults like 10-20 times, especially after each bios update in hope that issue gets resolved, alas, it is still in place.
To be honest I suspect that something is broken on HW level, unless some bug is UEFI settings.
But in fact except that bag I have nothing to complain, and dont want to replace notebook just because of that issue.
HPE diag tools (available in UEFI boot menu) do not show any problem at all, keyboard is ok, no problems are detected.
I'm really confused.

the way how I boot Linux: I press f9 during post screen, and select boot from file using mouse. browse available UEFI entities in menu, and boot grub.
esc, tab, etc. keys (except F*) do not work at that state at all. Also they dont work in Bios.
I;d agree about HW issue, but it is the most weird I saw for 25 years of my life with computers.
I even replaced keyboard, just in case, but everything is the same.
