That depends on what you mean by "data".  If all the data is in a home partition, then it's trivial: just don't (re)create the home partition filesystem when you install arch.

Nothing practical, no.  Preserving the home folder should be easy - much easier yet if it's own partition.  And any other configs you want to back up could be maintained.  You could also try to get a list of explicitly installed packages and reinstall that list in the new system - but I have no idea how well / poorly artix package names map onto arch package names.

What do you mean?  Packages from the main repo tend to include systemd service files for their startup/operation.  You'll need to write or acquire your own rc.d scripts for these packages - many of which can be found in the AUR - but having random .service files installed under /usr/share/ will not impact openrc at all.

If you haven't already done so, you should read the wiki page on openrc.
