[snapper -c root create-config /] fails

I cannot seem to be able to create a snapper config.

I am trying to make is logged in as root on a fresh install via:

snapper -c root create-config /

The result is:

Creating config failed (subvolume already covered).

Does this mean that the config is already made by default when I installed snapper? I did not find anything in the arch wiki that would suggest anything dissimilar so I am without a clue here.

My subvol structure is as follows:
@, @home, @.snapshots, @var_log, @var_cache, @swap all level 5 under /.

They are all mounted on the same partition. @swap is mounted under /mnt/swap, but not swapon nor swap file were made yet.

I just started using snapper recently, and I couldn't create the root config either. In my case I think it's because snapper creates a .snapshots-directory for the config. But I already had one at /.snapshots, which make snapper thinks there already is a config for root.

In my case I unmounted /.snapshots and deleted the subvolume @.snapshots since i wasn't using it, and created the root config with snapper.
