Fixing Overscan
I've tried a lot of stuff to fix overscan on my TV that im using as my second monitor (hence forth called HDMI-0)

I've tried nvidia-settings. While it worked, it always gave me panning, which i for the love of god couldn't disable. (If you know how please tell me i hate it)

I tried some xrandr settings but those just ////// up my screen even more. The stock --set overscan moved scaled my screen but pushed it even from the center. (From everything i tried with xrandr and how many times it almost made my pc unusable, im scared to use it now.)

I would prefer to use nvidia-settings, so if anyone has any idea what could be causing the panning stuff, let me know.
Any help is appreciated.

What model is the TV?
If possible at all, you want to disable the overscan there, because any mitigating measure will lead to inferior image quality.

Hyundai HLH 22955DVD.
The TV is kinda old and does not have an option to disable overscan.

It also seems to have a 1680x1050 panel, what resolution did you try in nvidias viewport manager and what is the output og "xrandr -q"?
I can't find a manual for the thing, but the overscan behavior isn't necessarily labeled like that, eg. iirc fro LG the "just scan" setting in the aspect control deactivates the overscan.
Other than that it's important to know whether we're dealing w/ the nvidia (sounds like, but the --overscan feature didn't work at least in older driver series), nouveau, intel or modeseting driver - so please also post an xorg log (in code tags, https://bbs.archlinux.org/help.php#bbcode )
But again: the best solution will be to disable it in the TV, otherwise you'll get a somewhat blurry picture.
