Recently I perform a fresh install. After reboot, I noticed that the line:
Defaults targetpwin file
/etc/sudoersenabled by default in the new system and when I use sudo it's prompt for root's password instead of user password.
Question: Is it a new default behaviour or a bug?

Not in the file provided by the sudo package in the arch linux repos. So this begs the question, what did you actually install?

@Trilby Sorry, I just checked, It's my fault. I used script to modify /etc/sudoers file and it's uncomment everything.
