I checked my dbus version and it's the latest version, 1.12.20-1.
An ubuntu thread states that libdbus-1-dev libudev-dev libical-dev libreadline-dev need to be installed, but I don't see an equivalent in the Arch repo or the AUR. I double checked the dependencies listed on the AUR page and I don't see anything missing. Arch wiki dbus article doesn't have troubleshooting steps.
Found this article that mentions the same error and says libdbus-1-dev needs to be installed. Additional article here resolved by installing pkg-conf, which I already have installed. Also mentions libdbus-1-dev again for ubuntu.
Finally, ROS index lists dbus-core as the package dependency for libdbus-1-dev on Arch, but I do not see it in the repositories. From my understanding, dbus-core has been merged into dbus.
So I guess my question is, how do I install this dependency package to resolve the error?

Can’t reproduce. The package builds successfully in both clean chroot and the live system.
What is the exact invocation of makepkg you use?
Sometimes I seem a bit harsh — don’t get offended too easily!

The configure script uses pkgconfig to detect dbus version which finds the info in /usr/lib/pkgconfig/dbus-1.pc .
