My type-c port cannot charge when the arch is running

If i connect the type-c when the laptop is shut down, then turn on the laptop, the laptop can be charged normally.
but if i disconnect the type-c cable and re-plugin when the system is running, the battery would be charged.
it seems the laptop cannot identify the AC power, and turn off the battery use when the AC power is on.
