My Dell Latitude 5511 Laptop keeps dropping to 800 MHz, even if the temperature is low.
The governor is "peformance" and whatever I do, it keeps dropping to a low frequency.

1. How can I log/follow/trace WHY the frequency drops?
2. How can I make it stop happening?
Any advice would be helpful!

Dells tend to do that, look for a firmware update. One method to fix this used to/can be to completely shutdown and unplug the system and take the battery out for a few secs.
