I just updated to kernel 5.17 but now arch doesn't boot up
It shows
Starting version 250.4-2-arch
/dev/sdb3: clean,I can use ctrl+alt+f2
And i can log in to my user
But i don't know what is the problem
And i use nvidia btw
Can you help me diagnose?

Well, you have booted successfully. You just are not starting a graphical environment. What desktop environment were you expecting? Are you using a display manager?
Since you can log in, you probably want to read your journal ( journalctl -b ) and look for clues as to what crashed.

I use kde plasma with x.org
I typed the command you mentioned and found 1 red line and it says:
Failed to find module 'nvidia-uvm'
My nvidia card is GeForce gt 730 with v390.xx drivers from aur
Can i rollback to kernel v5.16?
If so how?

You need to actually update nvidia-390xx-dkms to the latest release which has a compat patch for the 5.17 kernel

I cannot update nvidia-390.xx-dkms since Nvidia bans Iranians and I always use a vpn to circumvent sanctions
I use protonvpn-cli but it doesn't work in tty2
I tried openvpn but it didn't connect either
Do you have any ideas?
Is there anyway to rollback to the kernel 5.16?
In that way i could use a vpn and update my nvidia driver and then reboot the computer
I have another working windows laptop in case if you think that might helps

Can you help me to remove nvidia proprietary drivers and install nouveau(in tty2)?
I think this is the best solution to boot into the system.
I don't want to reinstall my entire operating system.

Just remove the 390xx packages and a potential xorg.conf if you have one that references the nvidia driver directly. If you really need/want to downgrade the kernel if you haven't cleared the cache the old kernel will still be in the cache, alternatively, https://wiki.archlinux.org/title/Arch_Linux_Archive

I successfully removed my nvidia driver and now my system works perfectly fine
I reinstalled proprietary driver and now everything is fine
I was considering to reinstall arch lol.
Arch wiki is awesome.
