Front panel USB 3.2 port not working very reasonably

IMPORTANT: take everything i claim below with 90% trust because I obviouslt can't check every possible combination, so please give
ANY information/advice you know.

Ok, so the problem in short is that my usb 3 flash drive is not detected by linux (dmesg shows nothing), but firstly the actors:

I have 2 pcs: pc1 and pc2
I have 3 usb 3 flash drives: dev1, dev2, dev3
I have 1 external hard drive: ehd

pc1: MSI b550 mortar (about 2 years old bios, can't check rn sorry), windows 10 (some version, some edition)
pc2: MSI b550 tomahawk, arch linux 5.16.16.arch1-1

Both pcs' cases have 2 usb 3 and 2 usb 2 ports on the front panel, the mobo panel works flawlessly.
Motherboards detect all devices plugged anywhere.
usb 2 ports on the front panel work flawlessly with anything plugged in.
dev1 and dev2 work flawlessly too, everywhere.

THE WEIRD PART:

When I plug ehd into pc1's usb 3 port on front panel, windows is not detecting it
When I plug dev3 into pc2's usb 3 port on front panel, linux is not detecting it, dmesg shows nothing
(all other combinations except these 2 work flawlessly)

With all this information, every popular problem should be crossed out: the devices are not damaged, usb ports work and deliver enough power, motherboards are not defective
So, what could have gone wrong here??? I am very confused.

what "might" be relevant: the ehd is the only *hard* drive and dev3 is the only device with some encryption-thing support

The front panel of PC1 doesn't provide enough current to power up the EHD (spinner?) and the one on PC2 doesn't electrilly connect to DEV3 (is that a usb key w/ a half-plug where the connections are visible and not fully encased)?
iow: Two different systems encounter two different problems, just around the same location.
