on the display of the laptop i am using colors seems to have strange issues(red static in complete blacks, a cyan color in complete or near complete whites and/or blue banding) that seem to be a issue with the physical display and not with the software as this problem consists no matter what OS is used. i have found a workaround that seems to alleviate one of these issues dealing with the white issue as using a red-light or night protection programs seems to tint the screen enough that it displays a normal white instead of the cyan. so as stated above in the title i am wondering if there is a way to tint the display on startup instead of only when the red-light is running. i have tested it with a separate monitor, and on the external monitor and the colors display correctly accurately with none of the issues listed above.

If you mean before entering kde, i'm afraid not.
Differently, you can use caled-git from aur to craft a .cal file that suits your need, then load it with dispwin via a kde startup script executed on login.
