NVIDIA GPU has LnkSta that suggests 8 PCIe Gen 1.0 lanes are used

I have an RTX 3090 plugged into 16x PCIe 5.0 slot. nvtop says I'm using 8x PCIe Gen 1.0 lanes.

I run lspci:

I read that LnkSta means what's actually being used. This would imply I'm running on degraded bandwidth and fewer lanes used.

My GUI uses integrated graphics. (I use my GPU for machine learning.) I have my DisplayPort cable plugged into my main motherboard for that reason.

How can I make my 3090 use 16 PCIe 4 lanes?

I loaded a machine learning model (GPT-J) and the connection upgraded to PCIe 4x8. It still isn't using all 16 lanes.
