Webcam acting weird and not working

Im a dumbass and I have no idea how to describe my issue or what information to provide but my webcam doesn't work properly.

To make a long story short everytime i boot up my pc my webcam just isn't detected by anything and once i restart my pc after a few seconds of trying it just works...and the cycle repeats

Im sorry if im being vague
