RNG, SDR and unwanted dependencies

A newbie curiosity:
With today's update I have the message:

I don't have and don't want, either DVB or SDR. I found that rng-tools carries around as a rtl-sdr dependency, hence the warning message above. Why is this dependency necessary? I can understand that rtl-sdr requires rng-tools, but not the reverse.
