You're spending enormous time (>10s) in loading libraries, fonts, icons… but there's no obvious stall anyway (bit polling the X11 server, but that's normal)
If it's not the disk, it might be the filesystem/tuning (anything exotic there?)

Runned hdparm 4 times:
Timing cached reads: 28736 MB in 1.99 seconds = 14456.16 MB/sec
Timing buffered disk reads: 140 MB in 3.01 seconds = 46.50 MB/sec
Timing cached reads: 27100 MB in 1.99 seconds = 13628.25 MB/sec
Timing buffered disk reads: 206 MB in 3.02 seconds = 68.12 MB/sec
Timing cached reads: 29034 MB in 1.99 seconds = 14608.02 MB/sec
Timing buffered disk reads: 216 MB in 3.02 seconds = 71.41 MB/sec
Timing cached reads: 27826 MB in 1.99 seconds = 13996.64 MB/sec
Timing buffered disk reads: 214 MB in 3.00 seconds = 71.26 MB/sec
(anything exotic there?)
It's ext4, so I think no

That's not slow enough to explain the delays.
I'd say "SDDM is too fat", but it's also affecting lightdm, so that's maybe true, but unlikely the cause.
Still, it takes 0.5 seconds from execv Xorg to the server starting to write a log and ~ 1s until the config is read…
Do you get fsck errors in the journal?
