device descriptor read/64, error -71 with wireless charging pad

I got a new wireless charging pad and when I plug it into my PC without having it charge anything these error messages keep popping up until I either unplug it or put something on it to charge

I tried other USB ports and a different cable too, but it gives the same result.
I'd love to know how to fix this and why this only happens when it's not charging anything.
