App launching only from terminal not launcher

idk where xfce gets the weird language value, but what sticks out are

-LANG=en_US.UTF-8
-LC_MESSAGES=C
+LANG=en_US.UTF-8 UTF-8
+LC_MESSAGES=en_US.UTF-8

Try to make the ccsm desktop service run

env LANG=en_US.UTF-8 LC_MESSAGES=C ccsm

or, for a crosstest, try to run

env LANG="en_US.UTF-8 UTF-8" LC_MESSAGES=en_US.UTF-8 ccsm

from the terminal and see whether this fails (to somewhat confirm that the locale settings are the issue)
You can check whether it's just LC_MESSAGES and pass that to ccsm or set it in the global /etc/locale.conf

this launched. It was the language environment after all. Strangely, it's fine here

Did you figure whether it's LANG or LC_MESSAGES?
"en_US.UTF-8 UTF-8" is not a valid locale, but I don't see how you end up w/ that in your xfce session (maybe some xfce locale setting?)

Do you get any errors from "LC_MESSAGES=en_US.UTF-8 ccsm"?
You could file a bug against CCSM or the AUR package, but I'm not sure how much either is maintained these days…

No error when launching using above command but got the error when

 LC_MESSAGES=en_US.UTF-8 UTF-8 ccsm

which adds an extra UTF-8 in xfce4 environment.

Yes, I was able to launch ccsm from the menu by altering the launch command

  Exec=env LANG=en_US.UTF-8 LC_MESSAGES=C ccsm

in the .desktop file but I can't set LC_MESSAGES= en US.UTF-8 globally.

The global LC_MESSAGES is "en_US.UTF-8", and "en US.UTF-8" is invalid (notice the missing underscore)
CCSM either requires LC_MESSAGES to be "C" or a valid "LANG" environment (the latter is currently invalid but it's not clear how you arrived there except by some xfce sepecific setting)

It's actually the Xfce

which is the culprit. The extra UTF-8 ??

It's actually the Xfce LANG=en_US.UTF-8 UTF-8 which is the culprit.

The extra UTF-8

is for sure the culprit.
This might be either the session or the DM - how do you login and do you get the same problem from startxfce4 from a multi-user.target login?

The point is that we need to figure whether lightdm or xfce blesses you w/ this nonsense variable.
