[Closed] Dual boot, Linux drive not bootable

I have two drives, one with Windows 11, the other with Arch. At this point I can't remember the install order as I have reinstalled a few times trying to get this to work. UEFI system. Secure and fast boot , etc... off.

The Linux drive does not show in the firmware boot menu, Windows boots fine.
I've installed, and reinstalled, refind.
I believe the problem is there is a efi partition on both drives. I think there is a simple fix for this, but after reading the wiki and elsewhere the last few days, I can't figure it out. I believe that I need to have the files on the windows efi partition and then point to the Linux drive, but am unsure of what and exactly where to put them.

The Linux efi partition contains  the linux img files and refind_linux.conf, etc... and a EFI directory with refind in it.

The Windows drive EFI partition has EFI/Boot and EFI/Microsoft.
EFI/Boot contains bootx64.efi.

As I stated in my original post, the wiki has not been helpful.

How, exactly, did you install refind? Did you check the NVRAM entries with efibootmgr after?
