I found https://github.com/signalapp/Signal-Desktop/issues/3730 but reinstalling does not solve this. Also, installing a previous version back to 1.31 or 1.30does not resolve this.

I was able to get signal back up and running by rebuilding the package.
asp checkout signal-desktop
cd signal-desktop/trunk
makepkg -si --cleanbuild --clean

Downgrade electron from electron-8.1.0-1 to electron-8.0.3-1 fix the problem for me.

And that's the wrong "solution" to this problem.
@HarlemSquirrel file a bug report on https://bugs.archlinux.org/ that signal-desktop needs a rebuild.

I just installed signal-desktop-1.32.1-1 as part of a regular system update this morning and all seems well again.

More a reminder than a solution: Sometimes, a full upgrade solves this issue.
Mine dished the same 'promise unhandled exception' with something to do with decyphering the database, just to vanish after a full upgrade. 'Classic'.
