Deepin uses KWin as it's window manager which is why you should check whether you can change the decoration, also note that you typoed the command everytime it's kcmshell5 and not kmcshell5

Well it worked before, so I can probably change it somehow.
Anyways I installed the kde-cli-tools package, and when I try to run the command it gives me this error:
kcmshell5: error while loading shared libraries: libkworkspace5.so.5: cannot open shared object file: No such file or directory

By edit kwinrc, do you mean enable compositing there? I already tried that and wrote down what happens:
I also tried turning it on in the config file (~/.config/kwinrc), it also resets on restart.

New version of kwin breaks Deepin compositor. If you still would like to have a compositor back, downgrade plasma group to 5.24.5-1 or install deepin-wm or wait till deepin will fix these things.
It is typical bug in Deepin, kwin evolves faster than Deepin repositories. I use deepin for 1,5 year and such situation (upgrading kwin) breaks Deepin compositor every 3-4 months.

That did not work for me. I had to downgrade all plasma group: (breeze; kdecoration; kscreenlocker; kwin; layer-shell-qt)
