[solved] Difference betwen Maintainer and Last Packager?

Most of the time I see the same person listed for these 2 roles, but sometimes they are different people.

What scenario would the maintainer not be the last packager?

I think the most common scenario is when someone adopts a package but has not yet uploaded a new version. But there is also a concept of co-maintainers.
