[SOLVED] How to disable a bluetooth controller on boot?

I have two bluetooth controllers and would like to disable one of them permanently. I've tried creating a script to rfkill the intended hci device, but it seems the mapping from hci0 (or 1) to a controller isn't consistent between boots, so that was unsuccessful. I know the MAC address of the controller I would like to stay available, and defaulted, but am unsure about the best way to do that based on the MAC addresses. Any help is appreciated!
