Asking maintainers of a packet to include a patch

Is there a process for a user to ask the inclusion of a patch in a packet that it is not included upstream?

If it's a package from the repos, file a bugreport https://bugs.archlinux.org/ .

Keep in mind that you will have to convince the (arxchlinux) maintainers why the patch shouild be added.
