I'm using shorewall and noticed that it's outdated, so does anyone know if willysilly (sillywilly) is still an active maintainer?
If not maybe somebody could continue his work?

As far as I know he is...but then he does maintain nearly a 1000 or so pkgs...so you gotta expect a few hiccups...

Are there a limit how many packages has maintainers? 1000 are IMO very difficult to keep up to date...

I concur. I also doubt proper testing is done on all packages. If you assume each package takes 1 minute to build and 5 minutes to test, at 532 packages that's about 53 hours straight to make good packages.
If I were WillySilly, I would let some other TUs take over some of those packages, in order to ensure the proper quality that we want.

Didn't WillySilly also say (in IRC) he was no longer going to maintain his packages (aka stepping down from his position)? (At least I believe he said that).

Our busiest guy has around 400 packages. Then again half of that is xorg, so he's cheating :-P .
Willysilly has expressed disinterest in continuing to be a TU in the irc channel. However he hasn't really said anything to the list...

I have nothing agains Willysilly but each program which I have and he is maintainer is old and I bult by myself: shorewal and Panda. Panda he adopted in march, version 1.1.0.1 and from this time:
Oct 31, 2006: Panda3D 1.3.0
A brand new release, with lots of goodies!
May 24, 2006: Panda3D 1.2.3
This version fixes a few (serious) bugs in 1.2.2.
Apr 20, 2006: Panda3D 1.2.2
