Fix what?
Install the kernel packages while /dev/nvme0n1p7 is mounted to /boot.
You can either unconditionally mount /boot w/ an fstab entry or conditionally w/ an alpm hook.

Ok, I just added /dev/nvme0n1p7 to my /etc/fstab, but after updating with it mounted, rebooting hangs again. It hangs specifically when it said something to the effect of `mounting /boot...`
Downgrading again makes that go away without changing my /etc/fstab

Even if /boot could not be mounted (due to a missing vfat module) that would not "hang" the system, you'd get an error message about it and be dropped into a rescue shell after some timeout.
So let's see what "hangs" means in this context: try to boot the multi-user.target (2nd link below) and also pass "nomodeset" to the kernel.

Maybe also post the output from efibootmgr and the contents of the ESP (nvme0n1p2) as you seem to have two EFI partitions, just to make sure there's nothing wacky going on.

(Apologies if I missed something which ruled this out.)

We'll see.
First, remove the "nomodeset" parameter (kms, effectively the ability to run at higher resolutions) and only boot the multi-user.target (ie. "no login manager or gui")

Do you have the opportunity to ssh (you'll need to enable sshd and and automatic network connection) into the system?

Also post *some* journal of the system - do you have an AMD gpu?

See https://wiki.archlinux.org/title/EFI_system_partition. You'd normally have a single EFI partition regardless of how many OSs you have installed. However, I know that some machines can tolerate multiple EFI partitions and yours seems to be one, so I guess just bear it in mind. It doesn't seem to be causing you issues on your current hardware.
