The description seems fairly clear to me. releng contains all the additional tooling that isn't strictly necessary but useful to have on a live disk (like smartmontools or so to check disk health and other helpful utlities), baseline the realistic minimum to boot something. That will also likely not be "smallest size possible" but smallest size feasible to contain an Arch system.
