\Basically, The cpu locks when the laptop is plugged into a wall, therefore causing awful peformance.
I have tried removing all kernel modules (with modprobe -r) relating to cpufreq: acpi_cpufreq, and some other ones mentioned in the archwiki and from
ls /usr/lib/modules/$(uname -r)/kernel/drivers/cpufreq/
acpi-cpufreq.ko.zst amd_pstate.ko.zst pcc-cpufreq.ko.zst speedstep-lib.ko.zst
amd_freq_sensitivity.ko.zst p4-clockmod.ko.zst powernow-k8.ko.zst
Heres A printout of some important infomation
OS: Arch Linux x86_64
Host: HP Pavilion Gaming Laptop 15-ec1xxx
Kernel: 5.19.9-arch1-1
CPU: AMD Ryzen 5 4600H (12) @ 3GHz

Firmware bug, these happen occasionally, check for a UEFI/BIOS update.

OK so apparently I'm fucking dumb or HP is dumb:
OK so I was using a 45w power supply, but apperantly I did not know cause I'm a dumbass. But this caused issues and HP didnt tell me 'hey you should use a better power supply', but instead just throttled my CPU on power supply. Very annoying that I had to figure out this
