This doesn't happen on my Windows install I previously had. This has been persistent through many reinstalls. My WiFi speed will go up to what it should be (About 50MB a sec) then down to around 10-15 and then back up, the whole cycle takes about 30 secs. This always happens no matter what I install. Happens with NetworkManager and without it, with wpa_supplicant and with iwd, with the zen kernel and with the regular one. I am using the iwlwifi driver that the kernel provides. Kernel logs show no errors.

How was this solved? It's not clear from the (edited) original post.

It appears my original testing that suggested that this happened in all applications was false. It happens in Steam, but I'm unable to reproduce in qBittorrent nor speedtests in Firefox.
