In the department of stupid mistakes I didn't install NetworkManager so when I boot and set the router up I can't start NetworkManager because it isn't there. I can't use pacman because there is no internet access. If booting from the USB with the live system is it alright to pacstrap networkmanager and don't chroot but just dismount the primary and reboot?

I ask this because I have Arch running very well on another computer and going through the installation process I made some blunders and wiped out access to the other OSs and it was so much effort to get all that back to normal this one has access to all the others and I don't want to wipe that out. A good startup with a good GRUB and even select Arch and login. I realise how important that network manager is. Thank you for the answer in the affirmative.

Tether a phone using USB and use its WiFi/Data connection. It will appear on Linux as a wired Ethernet. Use dhcpcd to get an address. Install Netmanager.

Since every base install comes with systemd, you can just temporarily setup systemd-networkd to get internet access and install NetworkManager.
