Which file is the menu's configuration file?

Enter into PCManFM which is the LXDE file manager,put the mouse on the file `sample.txt`,then right click mouse ,you can see the menu:

It's a context menu created by the pcmanfm.  It doesn't have it's own configuration file, and there are very few (if any) customizations you can do.  You can customize the look (i.e., font, colors, etc) through the toolkit (gtk).  And you can change the default "open with" program, but you can't arbitrarily change the menu without modifying pcmanfm's source code and recompiling.

What do you actually want to do / change?

I have read many webpage to discuss the context menu of PCmanFM such as

I can't find such folder " ~/.local/share/file-manager/actions/" in my os.

That's a different distro, and I'd gather they just have desktop files in a different location.  On arch you'd put that under ~/.local/share/applications/.  But that doesn't really have anything to do with your initial question here.  What are you actually trying to do?
