Hi I need help. My root partition is runing out of space. I deleted everything that i don't needed, but still it's not enough. My question is how can i subtract for example 16Gb from my home partition (File System: ext4 | Mounted from: /dev/sda3) and add it to my root partition (File System: ext4 | Mounted From: /dev/sda2 )?

Just boot a LiveUSB of GParted and do your stuffs with it.

First make a backup of your /home partition
Second make sure you've a proper backup of your home partition.
The problem won't be growing the /root partition, but shrinking the /home partition, because since you need to shrink it rightwards, that involves moving the filesystem (which is gonna take a while, depending on the amount of data on that partition)
You can do this manually, but gparted can abstract this for you and is FAR more reliable if you don't know what you're doing.
https://gparted.org/ is a GUI tool, you can use either their live distro or some other live distro that ships geparted (I'd assume that grml has it)
You can NOT install gparted onto the system that you want to change (arch) and then change it from within.
