[Solved] Issue with bspwm + xfce

I'm using xfce4, replacing xfwm4 with bspwm. There are two panels (the default ones), one at the top and one at the bottom. I've set both the panels to not hide at all. bspwm respects the bottom panel but not the top one. Has anyone faced an issue like this and found a fix?

XFCE's session caching seems to be the problem.

Settings -> Session & Startup -> Current Session -> Remove

(Why is this even a thing?)
