X11 cursor theme keeps gets reset

I use lxappearance to set my cursor theme. It used to work fine a few weeks ago, but now for some reason my cursor theme gets reset every time I open a GUI program. I can go back and reenable the theme using lxappearance, but it gets reset as soon as I open any GUI program, including lxappearance itself. It even gets reset with QT programs. The only programs that don't reset the mouse theme are emacs and web browsers. While I'm hovering over those, my mouse cursor theme always gets respected, even if it got reset a few seconds ago by another program.

This is my ~/.icons/default/index.theme:
[Icon Theme]
Name=Default
Comment=Default Cursor Theme
Inherits=Qogir-manjaro-dark

I've tried deleting and recreating it, but that changed nothing. How can I fix this?

I noticed some of my cursors default to Adwaita since the default-cursors package was split. Does this sound like your issue? When I try change settings in LXAppearance, they seem to reset as well, or that some changes are not saved, or do not save for gtk2 and gtk3. According to upstream bug report, ~/.icons/default/index.theme is now ignored.
