Possible reasons, problems, workarounds:
- Most common: broken/buggy _audio_ driver

You're trying to play a hevc video, which does not benefit from your IGPs hardware decoder.
(This is not a software issue, the GPU doesn't support that codec)

Did you maybe previously just test a different (h264) video?

So previously it worked before an update and also in mplayer and now it worked before the update but not in mplayer but in windows - make up your mind… roll
The relevant question is whether windows decodes the video in HW (don't guess, check what vlc says and also the CPU load)
You've also not elaborated on the CPU load (maybe the sw decoding isn't the problem, but pulsenoaudio/pipedrea…wire)

The IGP you're currently using doesn't support HEVC hw decoding. On no OS.
