If I understand correctly delete /etc/initrd-release and see if that fixes at least the issue from a940f507fbe1c81d6787dc0b7ce232c39818eec9

Because the file throws systemd off - I'd disagree about this level of fragility not being a systemd bug, but the only relevant question is why that file is there.
How did you install archlinux?
Did you clone the installation iso onto your hard drive?
Did you check the contents or timestamp of that file to ballpark its origin?

I install totally normal and there is a file but is empty.
The only change I did is change the bootloader from systemd-boot to GRUB

Grub doesn't put that there. No package does.

is meaningless - did you follow the wiki page on installation or some youtube tutorial or did you use soem script(s) and was one of them archinstall…
Can you make anything out of the files timestamps?

I did install with a ArchLinux ISO from the page without Installer and setup by hand followed the wiki.

Yes. So… could you make anything out of its timestamps (the creation dime might tell you about the context when it was put there)
Btw. afaiu you removed it but later on it sounds as if it was (again) there - does it magically re-create?

I reubiled initramfs but is still not there

"/etc/initrd-release" - you#re not supposed to "rebuild" it, it's not supposed to be there, its false presence is what caused your original problem, why do you want to "rebuild" it??
