After a short look at the homepage, I think it's a special tool for windows to use the tor network.
You can use it with linux, too. You need the package tor out of the Extra repository and as far as I know, you need privoxy, too.

I've been fighting with tor & privoxy lately - I'm looking for help in this thread:

But I am still sure that Torpark is offered for other OSs - they're just marketing it to Windows users. They offer downloads here:

Indeed, there are some informations in the Torpark forums and in this thread, too. Apparently it works with wine. Perhaps, they'll can tell you more about their project concerning linux. As far as I know they use some Nullsoft programming language but try to move to C/python?!
