Only windows on primary monitor as the panel show up in Cinnamon panel

When my laptop is not connected to a dock and then I plug it in, the Panel seems to be having some issue where it only knows about windows that are on the physical monitor that has the panel. Here is a minimal example of what I'm talking about:

Notice that Chrome doesn't show up in the panel when it's on the left monitor, but it does show up in the panel when it's on the right monitor.

If I re-start the computer while it's connected to the dock, the problem goes away, but it will re-occur any time I disconnect from the dock and re-connect.

I've been having this problem for a while, over many updates. I have a Thinkpad T480, connected to a Thinkpad Thunderbolt 3 Workstation Dock, which in turn is connected to either 1 or 2 monitors (the problem is reproducible in either configuration — it doesn't seem to matter which monitor(s) are connected). I am using Cinnamon as my desktop environment.

I think this is clearly a bug, but I don't know to whom I should report it. Journalctl doesn't seem to be showing any obviously related errors. I would also appreciate any advice in finding a work-around in the meantime, since the one that I have (restarting my computer any time I connect to the dock) is approximately as annoying as just dealing with the bug.

OK, I still haven't solved this, but I did come up with a much more tolerable workaround. If I open Melange / Looking Glass (`cinnamon-looking-glass` in the terminal), then go to the "extensions" tab, there is an applet called "Window List". If I right click on that and select "Reload code", all my windows show up again no matter what monitor they are on. Ideally this wouldn't be necessary, but at least I that's less disruptive than a full system restart.
