App to draw/write on a transparent layer (for teleprompter)

Hi all,

I just bought a teleprompter for my online lessons and presentations. I use obs and a digitizing tablet (XP-Pen 12") and use it as a third device that I configured to a big xinerama screen.

So I can use many applications at the same time and if they are transparent, I may create a virtual application stack, where one of the applications should be able to draw on, to make annotations, sketches, etc. during the presentation. 

Since Krita, Inkscape, Gimp, Xournal, etc. provide a solid background, so I think, that I can not use them. Of course, you may save your results with an alpha channel. But this is not, what I am looking for.

Does anybody know an application, where one can interactively draw or write on transparent layers during his or hers presentations?

Or maybe: Does anybody know a way to tell Krita, Inkscape, Gimp, etc., to switch off their backgrounds?
