I don't know if this DE exists. I think it does, but, at the very least, I know that something like it exists.
As in, a DE that's just the terminal, with the ability to make it look pretty with stuff like colored text and PNG backgrounds like what's in XFCE Terminal. What might this be?
I've seen it in YouTube videos but Google yields no useful results.

DWM. Or Awesome. Or Xmonad. Or $cool_new_thing... They are all window managers that have very little in the way of window decorations.
If you actually want a purely terminal experience, tmux will do it.

Well no, there is no such "DE" as DE stands for Desktop Environment which it sounds like you explicitly don't want. You could use a WM, but from the sounds of it you don't want Window Management either. So just pick a terminal you like and run that from your xinitrc.
