Specify configs in the ini-formatted file:
/home/txtsd/.config/npm/npmrc
or on the command line via: npm <command> --key=value

There is no setting in my npmrc file that would cause this.
I've tried running npm on a freshly created user and those first three warning lines persist.
It happens with npm in community, as well as with the latest npm.
