nvidia-utils package is currently depends on xorg-server. But I don't think it's actually necessary? As for me, I use it in a headless server to run CLI OpenCL/CUDA applications, so I don't need xorg-server.

The nvidia-utils package uses proprietary code owned by nvidia . They don't provide a cli-package .
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
clean chroot building not flexible enough ?

It depends on xorg-server because the xorg ddx driver in that package needs xorg. You might have a case for making this an optional dep, but for your own cases you could e.g. do --assume-installed xorg-server when installing nvidia-utils so it is not picked up.
