usb devices not available after boot

During boot, my usb keyboard is available to input my encryption password. However, since a few days, usb keyboard and mouse are unavailable after boot (for me that means at the gdm login screen) until i replug them. Any known solutions to an issue like this or how to debug it?

First step would be to check the system journal for usb errors and "dmesg -w" for the response to the re-plug (whether the devices get unregistered first)
Also make sure to test the behavior on the multi-user.target (2nd link below) to rule out that this is actually a GDM related issue.
